一、第一次对内开放会议以来;我省对内开放有了一个比较大的起步,方面还有所突破京津冀共同处在经济发展的同一空间。党的十四大提出建立社会主义市场经济体制以后,省委、省政府运用社会主义市场经济的理论重新审视河北同京津的关系,逐步认识到京津既是河北的大市场,更是河北借助外力取得各种生产要素、发展自己的最有利条件。特别是北京是全国的决策中心,只要紧紧依托北京,能够取得中央有关部门和全国性企业的理解和支持,河北就能取得更快的发展。因此,十四大以后,我们明确提出河北的发展要紧紧
