城市居民最低生活保障制度在解决城市贫困问题和维护社会稳定方面取得了明显效果,但是在低保资格审查、给付标准、调整机制、就业激励机制、资金分担格局等方面还存在着不足。本文从制度统筹的视角,分析了影响城市低保制度可持续运行的主要因素,并提出了确定低保范围与加强动态调查、构建阶梯型低保制度、设计不同层次的调整基准、实行有就业激励效果的负所得税制、合理划分中央与地方财政责任等综合性建议,以实现城市低保制度的进一步完善。
The minimum living security system for urban residents has achieved remarkable results in solving the problem of urban poverty and maintaining social stability. However, there are still some shortcomings in such aspects as eligibility review, payment standard, adjustment mechanism, employment incentive mechanism and capital sharing pattern. This article analyzes the main factors that affect the sustainable operation of the urban minimum living allowance system from the perspective of system co-ordination, and puts forward some measures to determine the scope of the minimum living guarantee and to strengthen the dynamic survey, to construct a ladder-type minimum living allowance system, to design different levels of adjustment benchmarks, Incentive effect of the negative income tax system, a reasonable division of financial responsibility of the central and local recommendations such as comprehensive, in order to achieve further improvement of the urban minimum living allowance system.
