国家燃油税费改革制度实施已四年多了,这期间,公路交通基本建设投资由过去财政资金申请及使用合二为一的状况转变为如今的财政资金申请、使用、监管三者分立的状况,交通管理部门真正实现了“管理”职能。本文从交通财务管理体制改革现状入手,探究了公路交通基本建设投资项目内部审计实施方案,针对项目不同建设期提出了具体可行的审计方法,对国库集中支付下如何监管好有限的财政资金更好地进行交通基本建设进行了一次有益探讨。
The national fuel tax reform has been implemented for more than four years.
