BOT是世界上普遍采用的大型基础设施建设资金融资方式 ,我国部分省 (区 )市在这方面已进行了有益的尝试 ,但仍处于摸索和试验阶段 ,在管理上还没有完善的规章和办法。这就要求我们在采用BOT融资时 ,首先必须熟悉BOT融资钓涵义 ,其次清楚BOT融资项目中各方的权利与义务 ,掌握BOT融资的运作过程 ,同时注意解决项目运作风险高、失败机率大、要求回报率高、需要完善的法规对之进行规范等问题 ,才能真正把握和正确运用BOT融资方式 ,更好地为加快公路建设服务。
