淮北大堤是维系淮北人民生命财产安全的重要防洪屏障。解放40年来,国家为确保淮北大堤的安全,每年投入了大量的人力和财力,但始终未能根本改变低标准、低效益的现象。为了改变这一状况,1993年7月,安徽省五河县开始在县境内淮北大堤长淮段推进标准化建设,现已取得初步成果。 一、突出重点,综合治堤 淮北大堤长淮段毗邻江苏省,是我省的东大门,全长14.8公里。由于过去管理不善,承包责任不落实,内外坡护堤地都被群众占用耕种,坡堤杂草丛生,杂树满目皆是,违章堆放、违章建筑现象比较严重,而且屡禁不止。为确保标准化管理试点的顺利进行,五河县政府
