2011年12月22日,中央电视台举办以“汇聚力量,传播文明”为主题的公益广告项目启动仪式,宣布2012年为中央电视台的公益广告年,并推出7项具体措施促进公益项目持续开展。央视还向全社会发出了公益广告倡议书。中央电视台台长胡占凡强调,一方面鼓励更广范围的力量参与到公益广告事业中来,另一方面形成强强联手的合作机制,在未来的公益广告创作中形成更多为社会喜闻乐见、充分实现公益宣传效果的优秀佳作。中国传媒大学广告学院院长黄升民认为:“广告也有导向,公益广告更具有导向性和社会性,是社会文明的旗帜,是国家理想的标杆。”
