2009年10月份以来,在不改变专户资金所有权、使用权和管理权的前提下,陕西省财政厅创新管理模式,探索建立财政资金引导和撬动银行信贷资金的激励机制。
Since October 2009, Shaanxi Provincial Department of Finance has innovated the management mode without changing the ownership, use rights and management power of special account funds, and explored the establishment of the incentive mechanism for guiding and leveraging bank credit funds with financial funds.
