一、具有技术、装备、规模优势的国有企业不具有市场竞争的优势,应当从企业制度上找原因。国有企业的制度问题主要不在于国有本身,而在于企业的产权制度、组织制度、管理制度不能适应市场经济的运行。它的问题可以举出很多,例如社会负担沉、历史包袱重、债务沉重、产权模糊等,这些都是企业制度上的问题。解决这些问题的可靠途径只能是建立现代企业制度。企业制度包括现代企业产权制度、现代企业组织制度、现代企业管理制度。
First, state-owned enterprises that have the technical, equipment and scale advantages do not have the advantages of market competition. They should look for reasons from the enterprise system.
