11月3日,黑龙江省通信管理局召开党组中心组扩大会议,传达贯彻中央和工信部党组关于十八届五中全会精神。局党组书记、局长刘茂先传达了《中国共产党第十八届中央委员会第五次全体会议公报》(以下简称《公报》)的主要精神,习近平总书记重要讲话,以及工业和信息化部苗圩部长代表部党组提出的五点贯彻落实要求。刘茂先书记指出,党的十八届五中全会是在我国全面建成小康社会进入攻坚和决胜阶段召开的一次十分重要的会议。
