2004底,北京首创集团频频出击,先是与意大利能源公司EnelSpa就建立一家中国家用天然气分销合资公司进行协商。同一天,旗下的首创股份发布公告,拟出资1.44亿元,收购徐州的水务资产。而此前三天,首创集团与香港地铁公司、北京市基础设施投资有限公司签署了投资原则性协议,决定以PPP公私合营模式,合作投资、建设及运营北京地铁四号线。
