Due to the shortage of water resources in the Yellow River Basin and the weak water infrastructure, the current contradiction between supply and demand of water resources has become increasingly prominent, which directly affects the rapid economic and social development of the Yellow River Basin. Therefore, to achieve the sustainable use of water resources in the Yellow River Basin is the main problem to be solved in the current Yellow River governance work. 1 Problems Existing in the Utilization of the Yellow River Resources 1.1 The Contradiction between Supply and Demand Outstanding The average annual river runoff in the Yellow River Basin is 58 billion m ~ 3. With the amount of water holding
