随着民主趋势的进一步深化,人们对民主的需求越来越大,因此民主行政工作也得到了巨大的发展。在强化民主行政工作的过程中,公共行政起着重要的价值导向作用。在行政改革的过程中,公共行政发生了巨大的转型,行政权力逐渐回归到了公民社会,行政与民主实现了有机结合,民主化已经成为了新时期公共行政发展的必然要求。新公共行政摆脱了传统公共行政的弊端,提出了全新的社会平等以及民主价值观念,强调了行政的社会责任以及义务。本文主要通过分析民主行政具备的条件,结合公共行政的发展历程以及特点,从而阐述在公共视野中的民主行政工作。
With the further deepening of the democratic trend and the ever-increasing demand for democracy, the democratic administration has also made tremendous progress. In strengthening democratic administrative work, public administration plays an important value-oriented role. In the process of administrative reform, public administration has undergone a tremendous transformation. Administrative power has gradually returned to civil society. The combination of administration and democracy has been achieved. Democratization has become a necessary requirement for the development of public administration in the new era. The new public administration got rid of the malpractices of the traditional public administration, put forward brand-new social equality and democratic values, emphasized the administrative social responsibility and obligation. This article mainly analyzes the conditions that democratic administration possesses, and combines with the history and characteristics of public administration, so as to expound the democratic administration in public view.
