漕运发展到清中期以后,逐渐走向衰亡。漕运的衰亡,是由诸种社会因素综合作用的结果,如漕弊积重、农业凋蔽、清政府腐败、河道淤塞、社会动荡、商品经济活跃、近代运输业兴起等等。尽管清后期一些漕运官员对漕政进行了整饬,实施改革(如文中论及的胡林翼漕运改革),但是,由于封建社会已经走到了它的尽头,整个社会从经济基础到上层建筑都濒临崩溃,故而,一切措施都难取得“回天”之功,作为封建社会的产物,漕运的衰亡是历史的必然。
