《中国共产党党校工作条例》规定:“党校是培养党员领导干部和理论干部的学校,是党委的重要部门,是党的哲学社会科学研究机构,是党委和政府科学决策的思想库。”要充分发挥党校的职能作用,必须全面深化改革,打造一流的教学科研、一流的人才队伍、一流的管理水平和一流的校风学风,积极服务地方经济社会发展大局。
