In order to further solve the historical problem of non-equalization of public services, the Third Plenary Session of the CPC Committee of Chongqing Municipality put forward the goal of “investing 300 billion yuan in five years to promote equalization of public services so as to achieve basic social security for all”. To achieve this goal, efforts should be mainly made in four aspects, namely, guaranteeing basic principles, supplementing shortcuts, increasing input and building mechanisms. First, protect the basic, to achieve the basic public services for everyone to be responsible for the government, does not mean that the whole package by the government all. The emphasis of the government is to allow all residents to enjoy it
