机动车、非机动车和行人先行权争论的背后,折射的是一系列生物本性和社会文化意识,社会心理和社会环境的复合。受文化背景和文化心理影响,守法国家的法律信仰忠诚度极高。中国解决双方解决紧张关系的制度运行存在一系列文化心理障碍。关系的化解不能一蹴而就,需要制度化的秩序为先导,互谅互让氛围的形成。这有赖于政府的认识和主导作用的发挥,经济基础和上层建筑的合力。
Behind the debates on motor vehicles, non-motor vehicles and pedestrians, the reflections are a series of complexities of biological nature and social and cultural awareness, social psychology and social environment. Affected by cultural background and cultural psychology, law-abiding nations have a very high level of legal faith. China has a series of cultural and psychological barriers to the settlement of the system in which both sides solve the tension. The resolution of the relationship can not be accomplished in one go, and the institutionalized order needs to be guided and the atmosphere of mutual understanding and mutual accommodation formed. This depends on the understanding of the government and the leading role play, the economic base and the synergy of the superstructure.
