秘书工作有一些基本规矩,这些东西规定着秘书人员的素质标准。比如,秘书工作的基本指导思想是为领导服务。这个指导思想成了秘书人员一切工作活动的大前提。随之而产生的是秘书工作的一条基本规律(矛盾):领导工作的需求与秘书工作满足这种需求的距离。秘书人员必得千方百计地为满足这种需求而努力。假若领导需求是个底基,是个目标,秘书人员的追逐就向着这个底基和目标努力。与此紧密相关的,秘书工作还有四大特性:一是从属性(它决定了其他一切特性):二是政治性,包括机要性、机密性等;三是被动性;四是事务性。
