我省工伤保险制度改革始于九十年代初期,经过多年的试点探索,于1994年12月12日,省政府颁发了《福建省企业职工工伤保险试行规定》(闽政[1994]40号),并从1995年1月1日起实现了全省工伤保险地(市)级统筹,省级调剂的工伤保险制度。在实施工伤保险地(市)级统筹过程中,省劳动厅又从1995年至1997年下达《福建省企业职工工伤保险业务管理试行办法》和《福建省工伤档案管理暂行办法》等七个规范性文件,使我省工伤保险制度的改革又上了一个新台阶,并在改革中得以不断深化与发展,取得明显成效。由于工伤保险是一项比较复杂的系统工程,既有待遇的支付,又有工伤医疗救治,而且时间跨度较长,涉及部门多,因此,各级社会劳动保险经办机构业务操作程序是否规范,管理是否统一,是实施《工伤保险条例》必备基础条件。社会保险经办机构要按照“管理规范化,办事程序化,服务窗口化,操作微机化”原则,建立业务程序,做好贯彻执行《条例》准备工作,确保《条例》实施工作有序开展。一、参保登记、变更和注销办理程序。用人单位应依法参加工伤

As industrial injury insurance is a relatively complicated systematic project that covers the payment of benefits as well as medical treatment for work-related injury, it involves a long time span and involves many departments. Therefore, the operational procedures of social labor insurance agencies at all levels are normative, Whether management is unified or not is the prerequisite for the implementation of the “Industrial Injury Insurance Regulations”. Social insurance agencies should establish business procedures in accordance with the principle of “standardization of management, proceduralization of procedures, service windowing and operation of microcomputer systems”, and well prepared for the implementation of the “Regulations” so as to ensure the orderly implementation of the “Regulations” .
