2 关于压载水管理问题委员会重申自1990年以来一直在讨论和研究压载水有害病原体的传播问题,特别是在上届环保会上审议了诸如条款的适用、区域概念、评估压载水管理的标准和新治理技术基准等关键问题。压载水工作组采纳了大多数的意见,并形成了工作组报告和经修改的《船舶压载水和沉淀物控制管理国际公约》草案文本,供本次会议讨论,期望在2002年至2003年期间举行的外交大会上通过。
2 Concerning the issue of ballast water management The Committee reiterated that the issue of the spread of harmful pathogens in ballast water has been discussed and studied since 1990. In particular, at the last session of the Environmental Protection Agency, such issues as the application of clauses, regional concepts, assessment of ballast water management Standards and new governance technology benchmark and other key issues. The Working Group on Ballast Water adopted most of the comments and formed the text of the Working Group’s report and the revised draft International Convention for the Management of Ships’ Ballast Water and Sediments for discussion at this meeting. It is expected that from 2002 to 2003 Adopted at the Diplomatic Conference held during the year.
