相关文献中对规划这个词有比较详细的解释:“规者,有法度也;划者,戈也,分开之意”;“规划的基本意义由‘规’(法则、章程、标准、谋划,即战略层面)和‘划’(合算、刻画,即战术层面)两部分组成,‘规’是起,‘划’是落……”。这样的解释是否完全合适暂且撇开不谈,有个看似微小、却更基本的问题,一直被规划界视作理所当然,其实颇值得深究。那就是:规划的划,为什么是划,而不是画?划与画有什么不同?采用划字,说明了中国规划的什么特点?
