江泽民总书记在十五大报告中指出,目前城乡大量出现的多种多样的股份合作制经济,是改革中的新事物,要支持和引导,使之逐步完善。劳动者的劳动联合和劳动者的资本联合为主的集体经济,尤其要提倡和鼓励。深刻理解这一重要精神,对于拓宽国有企业尤其是中小企业的改革思路,加速我国经济体制改革的进程具有十分重要的意义。
In his report to the 15th National Congress, General Secretary Jiang Zemin pointed out: At present, the large number of joint-stock cooperative economies in urban and rural areas that emerge in large quantities are the new things in the reform. They must be supported and guided so that they can be gradually improved. In particular, collective labor should be promoted and encouraged by the labor union of laborers and the capital union of laborers. A profound understanding of this important spirit is of great significance to broaden the thinking on reform of state-owned enterprises, especially small and medium-sized enterprises, and to speed up the process of China’s economic structural reform.
