通令十月五日于省府关于动用税收规定及九月二十八日颁行货物税暂行条例实施之命令如后:现查在各地进行税款支报,颇多不合华中与省府之规定,有在九月十五日以后尚私自动用税款者,有解交税款不及时者,有将粮食税按百分之十征收者,亦有照省电示已征收后强令退还者,还有根本不用税票而征税者,还有将屠宰税包给私人代征的地方,在征收的方法上也有拖延时间,致商人等候良久领不到税票不得不走私漏税者,还有个别人从中勒索者,此种现象之存在,有的地方竟不为领导上所重视,是个严重错误的,须知这是涉及广大群众利益的重大问题,没有认识到这是党与群众关系好与坏的重要关键,所以确定:(一)九月十五日以前各地税款一律不准私自动用,违者立即查究。(二)各专员县长迅速按华中及省府规定检查当地税收工作,务使既能保证完成数目,又能便商利民有助于物资交流。并将检查与改进情形专题报来。
