2015年的第一期杂志,我们准备说点“实话”。这并不是说我们之前就是在粉饰太平。从2014年全年来看,财政——无论是地方财政还是中央财政——在工作的所有方面几乎同时吃紧。而我们当然无法忽视现实。与此同时,本期采访到的这些地市对2014年的回顾和2015年的展望,都再次证实了我们推测当中最坏的那个可能。如果说前几年马云对阿里巴巴发出了《过冬书》的话,在即将到来的2015年,财政所面临的形势,将比当年“企业过冬”更为严苛,也更为迫切。
