让公众有效参与国家和社会管理是社会主义民主政治建设的必然要求,而预算权是公众参与国家管理的重要核心内容。目前,我国有些部门和地区的预算信息公开已经开始实践,取得初步成果和经验,但也面临着诸多困难和问题。从社会主义民主政治建设的高度充分认识预算公开的重要性,加强顶层设计,并按照循序渐进的原则,健康有序推进预算公开,是摆在各级党的组织和政府面前的重要课题。
The effective participation of the public in state and social management is an inevitable requirement for the construction of socialist democratic politics, and the budgetary right is an important core of public participation in state administration. At present, the budget information disclosure in some departments and regions in China has begun to be put into practice and has achieved initial results and experience. However, it faces many difficulties and problems. From the perspective of the construction of socialist democracy, we should fully understand the importance of budget disclosure, strengthen the top-level design, and follow the principle of gradual and orderly progress in order to promote budget transparency in an orderly and orderly manner. This is an important issue for the party organizations at all levels and the government.
