我国的循环经济是作为转变经济发展方式、建设资源节约型和环境友好型社会的具体措施来推进的。目前实践的重点是在大企业内部以“减量化、再利用、资源化”为原则推进清洁生产和资源节约,在产业层次上构建循环经济联合体。近几年来,乌海市委、市政府已经认识到资源枯竭和环境污染问题的严重性,提出了大力发展循环经济的战略思路。并在《乌海市循环经济发展规划》中明确提出:到2010年,初步建成循环经济的运行框架,初步构建符合市场经济规律的区域工业共生网络,初步实现主导产业的规模化和高效益。在煤炭、电力行业快速发展的基础上,形成氯碱化工、煤焦化工等重化工产业集群。
China’s circular economy is promoted as a concrete measure to change the mode of economic development and build a resource-saving and environment-friendly society. At present, the key point of practice is to promote clean production and resource conservation in the principle of “reducing, reusing, and recycling” within large enterprises and establish a circular economy consortium at the industrial level. In recent years, Wuhai municipal government has recognized the seriousness of resource depletion and environmental pollution problems, put forward a strategic thinking to vigorously develop circular economy. And in “Wuhai Circular Economy Development Plan” clearly put forward: By 2010, initially built a circular economy operating framework, the initial construction of a market economy in line with the law of the regional industrial symbiosis network, the initial realization of the scale of the leading industries and high efficiency. On the basis of the rapid development of coal and electric power industry, a heavy chemical industry cluster such as chlor-alkali chemical industry and coal-coking chemical industry form.
