尽管中国海军“汉”级攻击型核潜艇于2004年11月惊现日本近海的风波早已经平息,但日本政府和自卫队绷紧的弦却没有松下来,目前正同时采取多种措施,出台应对外国潜艇“侵犯”日本领海的对策,欲与美国、中国台湾地区等建立所谓多方“反潜联盟”,研制新一代反潜巡逻机,新辟前沿反潜基地,企图多管齐下在西太平洋“第一岛链”间建立起一道密不透风的反潜探测网,其矛头直指中国海军潜艇。
