水土流失防治责任范围是依据法律法规的规定和水土保持方案,开发建设单位或个人对生产建设行为可能造成水土流失而必须采取有效措施进行预防和治理的范围,即承担水土流失防治义务和责任的范围。文章就水土流失防治责任范围的确定作一探讨。
