一九八一年八月十二日国务院同意水利部和国家城市建设总局《关于城市防洪问题的报告》,现转发给你们,请研究执行。城市防洪,事关全局,各地务必要高度重视。除了每年汛期要做好防汛工作外,特别要注意从长远考虑,结合江河规划和城市的总体建设,做好城市防洪规划、防洪建设、河道清障和日常管理工作。各地耍根据当前存在的问题,分别轻重缓急,作出妥善安排,认真抓好。
