“如果我获得1亿日元奖金,将用它来干什么呢?首先,打算在东京郊区买座房子。然后,将剩下来的钱用来购买股票,这样用钱既稳妥,又能获利……总之,我最最盼望的是看一看1亿日元现金摆在我面前是何等壮观……”这是在1989年岁末日本街头巷尾的热门话题。原来12月31日是日本巨奖彩券抽签的日子,奖金为1亿日元。许多日本人满怀希望,翘首以待,希望80年代最后一年的梦想变成现实,突现在自己眼前。发行彩券在世界许多国家蔚然成风,目前已有100多个国家发行彩券。彩券的收入大部分用于福利事业,少部分奖励购买彩券的人,这是一条国民集资兴办福利事业的有效办法。
