企业作为法人,所需资金、生产资料等所有要素,不是等靠要,而是到市场中去寻找,在市场的大海洋中去竞争,求发展。我国企业法实施已三年,但法律赋予企业的各项自主权基本上未落实,其重要原因是企业各种要素的构造、运行,法律规定不明确。企业体制的频繁更替说明这种实践带有一定程度的盲目性,其结果是企业体制不稳,工作效率不高,给生产经营带来不应有的损失。我国劳动力管理现状是:企业“按劳分配”、“奖勤罚懒”未很好落实,企业纪律松驰,企业追求人均收入最大化。企业资金投入结构不合理,一面是大量固定资产闲置浪费,流动资金积压,一面是资金严重缺乏,设备更新、技改无条件。
As a corporate entity, the necessary funds, means of production and all other elements do not depend on them. Instead, they look for them in the market and compete in the large ocean market for development. Since the implementation of the Enterprise Law in our country for three years, the autonomy given by the law to the enterprise has basically not been implemented. The important reason for this is that the structure and operation of various elements of the enterprise are unclear. The frequent replacement of the enterprise system shows that this practice has a certain degree of blindness. As a result, the enterprise system is unstable and the work efficiency is not high, which brings undue losses to production and management. The status quo of China’s labor force management is: the enterprise “distribution according to work”, “reward and punishment lazy” is not well implemented, business discipline relaxation, the pursuit of enterprises to maximize per capita income. Unreasonable investment structure of enterprises, one side is a large number of fixed assets idle waste, liquidity backlog, one side is a serious lack of funds, equipment updates, technological innovation unconditional.
