突发公共事件的发生,给社会的和谐和政府的管理带来了挑战,风险社使得人们对风险管理的意识不断加强,对于风险过程控制不断重视。为了降低突发公共事件所带来的危害,从突发公共事件的相关要素及其特点入手,构建风险管理控制过程的路径选择。对于突发公共事件的应对方面,由风险管理过程控制理论的启示,一是要对人为因素的重视,二是要重视对物的管理。
The occurrence of public emergencies has brought challenges to the social harmony and government management. The risk community has made people’s awareness of risk management continuously strengthened, and the risk process control has been paid more and more attention. In order to reduce the harm caused by public emergencies, the author starts with the relevant elements and characteristics of public emergencies and builds the path of risk management control. For the response to public emergencies, the enlightenment from the risk management process control theory is to attach importance to human factors and to attach importance to the management of objects.
