在科学技术发展成为人类重要活动的今天,人们普遍认为,经济上的竞争,归根结底是科学技术发展速度与水平的竞争。而科学技术的发展速度与水平,在很大程度上又取决于管理水平的高低。我国有人把科学技术和科学管理喻为实现科学技术现代化的两个轮子,日本则把管理视作经济起飞的方向盘都是有道理的。本世纪三十年代创始的科学学与科学技术管理,在资本主义国家受到各级政府的高度重视。目前在我国技术水平不高、资金不足的情况下,管理问题就显得更为重要。当然,管理涉及的问题很多,如体制问题,决策的科学化、民主化和制度化等等。限于篇幅和水平,这里不能一一论述,本文仅结合科技管理工作的实践,谈谈对科技管理的认识和一些作法。
When the development of science and technology has become an important human activity, it is generally believed that economic competition is, in the final analysis, the competition between scientific and technological development speed and level. The speed and level of development of science and technology, to a large extent, depends on the level of management. Some people in China have regarded science and technology and scientific management as two wheels for realizing the modernization of science and technology, and Japan regards management as the steering wheel for economic take-off. The science of science and the management of science and technology that were initiated in the 1930s were highly valued by governments at all levels in capitalist countries. At present, under the condition of low technical level and insufficient funds in our country, the management issue becomes even more important. Of course, there are many problems involved in management, such as institutional problems, scientific decisions, democratization, and institutionalization. Due to limited space and level, this article cannot be discussed one by one. This article only combines the practice of science and technology management and talks about the understanding of science and technology management and some practices.
