全国解放以来,我国城市建设有了很大发展,不少城市行政区域已经成几倍扩大。如成都市现在的规模比解放初期扩大三、四倍,新成立的企事业单位已有数千个,多分布于城郊,这给投递能力本来就严重不足的邮政部门带来了巨大的压力。为了进一步贯彻中央关于“以邮养邮”的方针,解决上述矛盾,笔者认为可以选择确定城市基本投递区作为突破口,推进邮政经营改革。 (一)城市基本投递区划分的依据笔者认为所选择的城市基本投递区划分标准必须体现以下三个原则:一是邮政投递与城市发展相适应,二是能够照顾到大多数老用户,三是能够适应当前邮政生产能力。鉴于这几点认识,笔者建议城市邮政基本投递区的划分,以和市话基本营业区同步为宜。这种划分方法有以下好处:①这种基本投递区的含义是动态的,每隔若干年需要调整一次,城市发展了,社会设施跟上去了,邮政也就相应配套建设起来了,其投递范围就会在过去的基础上相应扩大,能够体现城市建设发展的需要。同时,它又不是盲目紧跟,需要相对停止几年才调整扩大,这样有利于邮政的配套建设,积蓄力量。②能够包括大多数用户。据测算,以
