中共中央办公厅、国务院办公厅印发的《关于进一步加强和改进离退休干部工作的意见》(以下简称《意见》)指出:要加强离退休干部活动、学习阵地建设,老干部(老年)大学建设要纳入公益类文化事业发展总体规划,推进老年教育文化资源共享,离退休干部活动学习场所要探索服务社会的途径和方式。这些明确要求无疑为老干部部门抓好老年教育工作进一步指明了方向,提供了动力。
