化学矿山工业,是为化工、化肥工业提供矿物原料的基础工业。自新中国成立以来,我国化学矿山有了较大的发展,特别是磷矿产量,一九五二年仅约一万吨,到一九八三年已增长到一千二百多万吨。但即使如此,当前无论在磷矿石的质和量上,仍然不能适应化工、化肥工业的需求,急待进一步扩大开发。尤需正视的问题是,由于大多数矿山没有选矿富集或加工处理手段,至今只能供应低质量的原矿,已成为严重影响磷肥提高质量、并在品种上更新换代的一个主要因素,现实地拖了化肥工业的后腿,阻碍了化工部党组关于改变化肥结构,实现为农业提供高效磷肥这一战略重点的转移。由于磷矿质量低,导致磷肥质次价高,正如中央领导同志严肃批评指出的,这不是支农而是“坑”农。面对这一极其严肃的政治、经济问题,亟须引起我们全行业职工的高度重视和自责。当务之急,就是要立即行动起来,坚定不移地实行精料政策,为农业的现代化作出最大的努力。从现在起,摆在我们面前的首要工作是:统一思想,明确任务,制定规划,积极行动,狠抓落实。
Chemical mining industry, chemical industry, chemical fertilizer industry to provide the basic raw material of minerals. Since the founding of new China, there has been a great development of chemical mines in our country. In particular, the output of phosphate rock is only about 10,000 tons in 1952 and has increased to over 12 million tons in 1983. Even so, the current quality and quantity of phosphate rock still can not meet the needs of the chemical and fertilizer industries, and further expansion of development is urgently needed. Particularly, the problem to be faced with is that since most mines do not have beneficiation enrichment or processing methods, only low-quality raw ore can only be supplied so far, which has become a major factor that seriously affects the quality improvement of phosphate fertilizers and the upgrading of varieties. Dragged the hindquarters of the fertilizer industry, hinder the transfer of the strategic focus of the party branch of the Ministry of Chemical Industry on changing the structure of chemical fertilizers and providing efficient phosphate fertilizer for agriculture. Due to the low quality of phosphate rock, resulting in high price of phosphate fertilizer, as the central leading comrades pointed out seriously, this is not to support agriculture but “pit” agriculture. In the face of this extremely serious political and economic problem, it is imperative that our entire workforce should attach great importance and remorse. The top priority is to act immediately, unswervingly implement the fine materials policy and make the greatest efforts for the modernization of agriculture. From now on, the first priority before us is to unify our thinking, clarify our tasks, make plans, take positive actions and pay close attention to implementation.
