本文通过对东北解放战争中干部问题的分析,阐述了当时中共党中央抓住干部使用问题的关键,采取建制性调配,系统性培养、积极搞好实际工作锻炼等主要措施,使东北根据地在很短的时间内,得到巩固发展,为全国解放赢得了时间和态势上的有利条件,更为各根据地和全国解放后,乃至今天的于部培养使用提供了宝贵经验。
Based on the analysis of the cadres in the war of liberation in Northeast China, this article expounds the key measures taken by the CPC Central Committee at the time to seize the issue of the use of cadres, adopting the principle of institutional allocation, systematic training, and actively doing practical exercises. Within a short period of time, the Party won the consolidation of development and won favorable conditions in time and in the situation for the liberation of the entire country. It also provided valuable experience for the training and use of the ministry after the liberation of the country and even today.
