我省县级推行财政国库集中支付改革的县(市、区)已占到县级总数的69%。大部分县改革比较规范,运行状况良好,改革成果明显。也有一部分县(市、区)改革的覆盖面小,操作不甚规范,存在一些问题。按照财政部提出在2008年改革达到“横向到边、纵向到底”的要求,我们对如何进一步深化、规范县级财政国库制度改革问题,提些建议。一、河南省县级推进财政集中支出改革的主要做法
Counties (cities, districts) that have implemented county-level fiscal-centralized payment reform at the county level in our province have accounted for 69% of the total counties. Most of the county reforms are more standardized and run in good conditions, with obvious achievements in reform. There are also some counties (cities, districts) to reform the coverage is small, the operation is not standardized, there are some problems. According to the request made by the Ministry of Finance that the reform reached “horizontal to the edge and vertical to the bottom” in 2008, we put forward some suggestions on how to further deepen and standardize the reform of the treasury fiscal system at the county level. First, Henan Province, county level to promote fiscal expenditure focus on the main approach
