教师资源均衡配置是义务教育均衡发展的关键,可以从师资数量和质量两个维度来考查。调查结果显示,我国中小学教师资源配置数量上的失衡主要表现在城乡小学之间,县镇和城市的师班比大大高于农村是失衡的具体表现。在优质教师配置问题上,呈现出城市高于县镇、县镇高于农村的状态。因此,中小学教师资源均衡配置在数量上应重点考虑农村小学,在优质教师配置上要向农村初中和小学倾斜。
The balanced allocation of teacher resources is the key to the balanced development of compulsory education, which can be examined from the two dimensions of teacher quantity and quality. The survey results show that the imbalance in the amount of primary and secondary school teachers in our country is mainly manifested in the imbalance between teachers and students in primary and secondary schools in urban and rural areas. Teachers’ ratios in counties and cities are much higher than those in rural areas. On the issue of the allocation of quality teachers, the city is higher than the county town, the county town above the rural state. Therefore, primary and secondary school teachers should be balanced in resource allocation should focus on rural primary schools, high quality teachers in rural primary and secondary schools to tilt.
