社区卫生服务是社区服务的重要内容,我国的社区卫生服务起步较晚,近年来随着医学模式的转变,疾病谱的变化,人口老龄化趋势日趋突出,社区卫生服务正在逐步深入到每一个社区,受到人们的欢迎。本文拟就实行城镇职工基本医疗保险患者的经济承受能力与社区卫生服务的功能,结合昆明市实施情况进行论述。1 将社区卫生服务的基本医疗服务纳入基本医疗保险 从我国的卫生资源现状看,三级医院的医疗手段、治疗技术均高于二级和一级医院,城市患者的就医心理也是无论大病小病首选三级医院,据有关统计资料显示,这些就诊者中有30％的患者不需要到三级医院治疗。根据这一特点昆明市将该市的社区卫生服务内容界定为以处理社区居民的常见病、
Community health service is an important part of community service. China’s community health service started relatively late. In recent years, with the change of medical model, changes in disease spectrum, the trend of population aging has become increasingly prominent, and community health services are gradually deepening into every community. It is welcomed by people. This article proposes to discuss the implementation of urban workers’ basic medical insurance and the function of community health services in combination with the implementation of Kunming City. 1 Incorporating basic medical services of community health services into basic medical insurance From the current state of health resources in China, the tertiary hospitals have higher medical and treatment technologies than those of second- and first-tier hospitals, and urban patients’ medical treatment is also a major illness. The preferred tertiary hospitals, according to statistics, show that 30% of these patients do not need to go to the tertiary hospital for treatment. According to this feature, Kunming City defines the city’s community health service as a common disease that deals with community residents.
