工部局是旧时上海公共租界的最高行政管理机构,董事会起着决策和监督等作用。担任董事要有什么条件,董事如何产生,董事又是怎么样的一些人,一届董事会会议要开多少次以及有些什么作为等,了解这些,可能对于形象地知道董事会有着一定的作用。从1854年7月17日第一届董事会产生到1943年临时董事会结束,一共有90届的董事会,本文选择1873年那届作为对象,完全出于资料方面的因素。因为《字林报行名簿》比较能方便看到的,从1872年起。
