社会主义市场经济的发展和企业改革的深化,给国有企业注入了生机和活力,但也出现了权力膨胀和监督弱化问题。应该说,目前国有企业内部的监督制约体系在形式上是比较系统全面的,但相对于市场经济和企业深化改革要求,还存在着严重的不适应和缺陷,企业监督难、制约软的问题表现得尤为突出,构建权力监督制约机制,规范权力运作,已是国有企业面临的一个重要课题。
