3月31日至4月29日,中宣部调研三组在陕西、甘肃、新疆就党员干部特别是领导干部学习建设有中国特色社会主义理论的问题进行了调研。总的印象是,1992年邓小平同志视察南方重要谈话和党的十四大以来,党员干部特别是省、地(市)领导干部学习建设有中国特色社会主义理论比较认真和普及,理论教育取得了一定的成效;同时,当前的学习亟待深入,理论教育中存在一些亟待解决的问题,其中最突出的是思想认识和工作实际还不适应用建设有中国特色社会主义理论武装全党的任务要求,需要以改革的精神加强和改进理论教育工作。
