随着世界科技的迅猛发展,互联网对人类社会的冲击广泛而深远。1969年互联网诞生,1994年我国互联网接入国际互联网。2009年7月,Forrester Research调研公司发布报告预测,2013年全球网民数量将达到22亿,中国网民将占到全球的17%。互联网是信息革命的产物,是先进生产力的重要标志,互联网以其自身独特的作用,对国际政治、经济、文化、外交和军事等领域产生了广泛而深刻的影响。当今世界主要大国纷纷展开互联网外交,都在利用互联网宣传本国的政治主张及价值观念,展示其软实力。面对互联网带来的国际政治的新变化、新趋势、新挑战,中国必须与时俱进,积极应对,顺势而为。故此,探究互联网在国际政治中的作用并以此为依据为我国政府提供有益的政策建言,无疑具有重要的理论价值与现实意义。本期我刊特约编发了四位专家学者的文章,分别从中国互联网外交战略与外交政策的建构,互联网文化冲突的根源与中华文化发展,互联网对日本政治、经济、安全的影响及中国的借鉴,跨国网络治理等不同的视角予以探讨,以期将该问题的研究引向深入,并为政府决策提供有益参考。
With the rapid development of science and technology in the world, the impact of the Internet on human society is widespread and far-reaching. The Internet was born in 1969, and in 1994, China’s Internet access to the Internet. In July 2009, Forrester Research released a report predicting that by 2013, the number of global netizens will reach 2.2 billion and Chinese netizens will account for 17% of the world’s total. The Internet is a product of the information revolution and an important symbol of advanced productive forces. The Internet, by its own unique role, has a profound and widespread impact on the international political, economic, cultural, diplomatic and military fields. Today, all the major powers in the world have conducted Internet diplomacy one after another. They are using the Internet to publicize their own political opinions and values and demonstrate their soft power. Faced with the new changes, new trends and new challenges in international politics brought about by the Internet, China must keep pace with the times, actively respond to it and take advantage of it. Therefore, exploring the Internet’s role in international politics and using it as a basis for providing useful policy advice to our government undoubtedly has important theoretical and practical significance. In this issue, I specially compiled and edited four articles by experts and scholars. From the perspectives of the establishment of China’s Internet diplomatic strategy and foreign policy, the root causes of the Internet culture conflict and the development of Chinese culture, the influence of the Internet on Japan’s politics, economy and security, and China’s reference , Transnational network governance and other different perspectives to explore in order to lead the study of the issue in-depth, and provide a useful reference for government decision-making.
