最近,美国政府宣布了对华尔街的限薪令,凡是获得政府救助的金融企业,高管最高年薪不得超过50万美元,而美国普通职工年收入在3至5万美元左右,金融高管50万美元年薪相当于普通职工的12.5倍。联系到国内,我国2007年城镇单位在岗职工平均工资为24932元,乘以12.5倍,则中国企业高管最高年薪应是31.25万元。但现实情况是:民生银行董事长董文标1748万元薪酬,深发展银行董事长法兰克·纽曼2285万元薪酬,平安保险董事长马明哲6616万年薪……人们对此质疑不断:在如今全球经济危机的大环境下,金融高管们“何德何能”逆市而上获得如此天价高薪?财政部最新印发了《金融类国有及国有控股企业负责人薪酬管理办法(征求意见稿)》,民间称之为中国版的“限薪令”。这份“限薪令”中明确规定,金融企业负责人基本年薪最大值为70万元,最小值为5万元人民币;绩效年薪与金融企业绩效评价结果挂钩,以基本年薪为基数,其绩效年薪一般控制在基本年薪的3倍以内,由此计算得出,金融企业高管的年薪上限为280万元。那么,280元封顶的上限是不是太高了?中国版“限薪令”能否真的奏效?

People continue to question this: in today’s global economic crisis Under the circumstance, financial executives “He Dehengeng” has achieved such a high price in the face of adverse market conditions, and the Ministry of Finance has issued the “Measures for the Administration of the Remuneration of Persons in State-owned and State-controlled Enterprises under Financial Conditions (Draft for Soliciting Opinions)”. Call it China’s “Limited Remuneration”. This “reduction of wages ” clearly stipulates that the maximum annual basic salary of a person in charge of a financial company shall be 700,000 yuan, and the minimum value shall be 50,000 yuan; the performance annual salary shall be linked to the financial enterprise performance evaluation results, and shall be based on the basic annual salary. The annual salary of its performance is generally controlled within 3 times of the basic annual salary. From this calculation, the annual salary limit of senior executives of financial companies is 2.8 million yuan. So, is the ceiling of RMB 280 capped too high? Can the Chinese version of the “Limited Salary Order” really work?
