游走在中国的不同城市,“造城”大概是随处可见的普遍现象,各种名号的“新城”可谓是一种新的经济与房地产发展模式。在众多“造城”模式中,有一种做法比较露骨,即政府直接把大面积的土地出让给某个企业,由企业全盘掌控开发事宜。这种做法在土地供应的合理性上存在瑕疵,地方政府不仅要面对土地部门的督查执法,还会遇到带有欺骗性质的开发商,工程干了半截子并卷走建筑商的垫付款。最近披露出的多地“梦幻城项目”就是典型例子。在过去5年时间里,某公司与全国4个地方签约建造“梦幻城项目”主题公园,其中“大庆北国之春梦幻城”号称投资达680亿元人
Travel in different cities in China, “Create City ” is probably the ubiquitous phenomenon, a variety of names “Metro ” can be described as a new economic and real estate development model. In many “city-building” models, one approach is rather explicit, that is, the government directly transfers a large area of land to a certain enterprise and the enterprise has complete control over the development.
