According to the unified plan of the Ministry of Health, Liaoning Province started the sentinel surveillance of AIDS in 1995 and has been continuously monitoring for 8 years by 2002. The monitoring targets are STD clinics, sex workers and drug users. The results of the five sentinel surveillance reports in 2002 are as follows.
