海绵城市作为新一代城市雨洪管理概念成为了城市重点推广项目之一,建设步伐也在不断加快。国务院办公厅2015年10月印发《关于推进海绵城市建设的指导意见》明确,到2020年,城市建成区20%以上的面积达到目标要求;到2030年,城市建成区80%以上的面积达到目标要求。海绵城市建设人需要的资金量巨大,而以地方财政支撑的项目建设则较为困难,PPP模式是政府与社会资本合作的方式,实现海绵城市快速建设的主要方式。由于资金需求量较大,PPP项目财务管理尤为重要,需要在合作前、合作中、合作后进行全周期管理,以实现项目建设与运营的顺利进行。本文首先分析了加强海绵城市PPP项目公司财务管理的必要性,进而阐明了海绵城市PPP项目公司财务管理存在的主要问题,以此为基础,提出了加强海绵城市PPP项目公司财务管理的主要措施。
Sponge city as a new generation of urban stormwater management concept has become one of the city’s key promotion project, the pace of construction is also accelerating. The State Council General Office issued in October 2015 “Guiding Opinions on Promoting Sponge City Construction” clearly that by 2020, more than 20% of the urban built-up areas will meet the target requirements; by 2030, more than 80% of the urban built-up areas will reach the target Claim. Sponge city construction people need huge amounts of funds, and local financial support project construction is more difficult, PPP mode is the way the government and social capital cooperation, to achieve sponge city rapid construction of the main way. Due to the large fund demand, the financial management of PPP projects is particularly important. It requires the management of full-cycle management before, during and after cooperation to achieve the smooth progress of project construction and operation. This paper first analyzes the necessity of strengthening the financial management of sponge city PPP project companies, and then expounds the main problems in sponge city PPP project company’s financial management. Based on this, it puts forward the main measures to strengthen the financial management of sponge city PPP project companies.
