要缓解财政困难,增加财政收入,发展经济是其关键。在前一段时期内,人们都把发展经济的希望放在发达地区,资金、物资、信息全向发达地区倾斜,而忽略了对落后地区的扶植和开发。应该说这是一个历史的误解。贫困地区之所以贫困,是多种因素造成的,既有历史、地理、气候等方面的原因,也有人为的因素。目前众多贫困县很多是受政策、布局、交通、资金等方面的制约,以及多年来商品经济意识淡薄,致使本地区处于落后状态。如果能够帮助这些地区振兴经济,逐步提高财政收入的自给率,贫困县的帽子不难摘掉。
To alleviate the financial difficulties, increase financial revenue and economic development is the key. In the previous period, people all placed the hope of economic development on the developed regions, while the capital, materials and information all-round development have been inclined to neglect the cultivation and development of the backward regions. It should be said that this is a historical misunderstanding. The reason why poverty-stricken areas are poor is caused by many factors, including historical, geographical and climatic reasons as well as human factors. At present, many poverty-stricken counties are subject to constraints in terms of policies, layout, transportation and funds, as well as the weak awareness of commodity economy over the years, which has left the region in a backward state. If we can help these areas to revitalize the economy and gradually raise the rate of self-sufficiency in fiscal revenue, it is not difficult to remove the hat of poor counties.
