在《消费者权益保护法》行将实施之际,湖南省消费者协会,湖南师大消费经济研究所,《消费经济》杂志社在师大政治系联合举办这个讨论会,对于推动全社会关心这个法律的贯彻,并向广大消费者、生产者和经营者宣传这个法律和他们的切身关系,是有着重要意义的。由于种种原因,在我们国家,消费者的权益是长期未受到应有的重视和保护的。其中主要原因,一是我国经济落后,商品生产一直很不发达,在商品供求关系上,绝大多数商品,都是卖方市场,人们的需求很难得到高质量的商品和服务的满足;二是相应于商品生产不发达的状况,在商品销售领域,奉行的只是“一个愿买,一个愿卖”,“消费者自我当心”这种简单商品经济社会中流传下来的观念,生产者和经营者不愿意去知道在他们把商品销售给消费者时应负有什么法律上的义务以及不履行这些义务应承担什么责任;消费者也不知道或虽知道却不愿兴师动众去追究生
