为了推动水利事业的发展,适应国民经济发展的需要,一方面要加强小型水利工程的管理,使其充分发挥效益,一方面要扩大资金投入渠道,建设新的水利工程。汝阳县实行小型水利工程公有私营,公开拍卖管理使用权的做法可谓深山沟的新鲜事,是拓宽思路的好成果,现洛阳市已准备在所属9县2区中进行推广和完善。编者认为:凡与汝阳情况相似的县(市)对此做法都可进行探讨和求索。
